“In California’s vast Central Valley, imports are seen as a competitive risk as larger wineries have taken advantage of currency and vintage fluctuations to import bulk to improve their margins or adjust production as needed. Bulk wine is transported by shipping containers encasing a large flexible bladder that are delivered by ship and then moved by rail or transferred to tanker trucks…history suggests the current demand problem is significantly larger than what an aggressive levy on bulk wine could fix.”
